Default '89 13b- Continuous Code 33

Hello everyone. I just bought a buddies '89 RX from him. It was running bad and needed a tuneup. I offered to tune it up, but liked it and bought it. Anyway, it's a '89 GXL. 13B, 5 speed, bone stock. It feels like it's in limp mode, but I have heard code 33 will not cause limp mode. It idles at 2000rpm IF it starts. You can't leave first gear driving down the highway, it doesn't have the power. It will only bog down. It keeps throwing a code 33. I removed the port air solenoid, and sure enough it was stopped up. I cleaned and reinstalled it, as well as reset the ECU. The code still exists. I also installed new plugs, new fuel/air filter, flushed the coolant system (It was rusty) and it still won't run right. Here is a video of it. Any ideas what direction I should head in next?

Hey there its your port air solenoid valve 33 is the code number for it could be stuck or broke check it and replace it an see if that works
