2nd gen. weber problems.

I bought a sk carb which uses weber jets, emision tubes etc.
its a side draft. engine is s5 6 port.
Im using fi pump inline with holley reg.
The car starts, but idles high lowest i got was 1500 rpm.
if i rev it a lil and let go the rpm get to 5k says there for 5 sec then goes down.
if a give a lil gas it flods.
holley reg acting weird. the guage was at 3 psi then i lowered to 0 psi and it still ran.
What would be causing this problem? thanks in advance.

I think i had a vac leak, that the only thing that would keep rpms up with buterflys closed.
Would vac leak cause floding with little throttle?
If its getting too much fuel at idle and low end which jet would i have to change? I know that it has
f11 emision tube.

How does the holley regulator work, is it designed to be fed by an EFI pump? Is it plumbed correctly within the circuit? Is it expecting being fed that high of pressure? The regulator might not be designed for that, and the EFI pump will actually overcome spring pressure in the regulator, and now you're regulator isn't regulating.
Did you verify with a mechanical gauge that you have 3 psi at the carb, or is your regulator set to 3 psi and that's how you know it's got 3 psi?
If you set it to 0 psi and it still ran, that should really tell you something about the fuel plumbing.
