That's just becuuse it's a "Logical" place on most Piston cars. They just didn't know any better at the time when they did it to the Rotary.
yeah, and most piston cars have a deeper oil pan where if you put the drain back in to the pan high enough you could probably still get it above the oil level. On rotaries the pan it totaly fullwhen oil level is on the upper mark of the dipstick.
