speed governor

Feel free to call me an idiot, but do first generation rx7's have any speed governors? I have a stock 82 GSL, and when i get to 85 MPH (end of speedometer) my RPMs also stop right around 4000, no matter how much fuel i give her. Is something wrong!? Can i fix it!? Is there a governor i can remove!? Please help!!
