Oil control rings installation and clearance

I am rebuilding my 79 12a motor. I am attempting to install the oil control rings into the rotors. The workshop manual says to press them in so that the lip sits .4mm below the surface. They don't seem to fit that low into the rotor. Am I missing something or can someone explain to me how these are best installed?

make sure that the oil ring springs are in there correct divits (the indention where you place the downward facing end of ring).
and also, the upward facing end of the spring is on the suare indention on the seal.

Your not thinking the top lip are you?
When your putting your oil controls in. You will feel them slot in. Basically if they are falling out on their own, they are not in properly or the oring is damaged or too old or both.
If your oil controls are sitting too low, its a simple of matter of your oil control springs being dead or the oil controls are too tight and are jammed(only happens if the oil control slots in the rotors are dirty or damaged). Also when you installed them. Did you put petroleum jelly or engine oil or are you putting them in dry?
