holley 600 1850s set up question

i just installed a 600 holey carb on my 12A street ported with rb intake and headers the problem is the rpm wont go down stays at 3000 rpm i cover the vacum holes, the accelerator cable is good , the idle screw wont get it lower. i need help

check the throttle stop when the butterflys are closed.

just have the installation done is running like a champ ready for the track next friday
