Exhaust Again

i had the cat removed today and the thing is loud! he took the small nipple off of the split air pipe and welded it directly to the exhaust right after the joint of the manifold. it appears as though the actuators are not actuating at this time. what would you guys recommend to get them working(not wiring them open)? also, will it hurt the engine for the time being if they arent working and do i need to tune differently now that the exhaust is straight?

its closed with the engine off. if you want them open you push down on them

ok i was just wondering if they were maybe stuck open. does the configuration i have for the pickup line sound like it would work? maybe the hose is leaking or something
i looked at an rb header and its got basically the same setup so i dont see why mine wouldnt work.

this is getting old but today when i looked at the actuators to test to see if they were functioning (theres a power jump at about 3500 like there was when they worked) i found that the tube that was attached to the nipple is melted and just hanging. this means i havent had 5th and 6ths for about a week now, is this going to hurt anything?
my nipple is welded straight to the exhaust right after the joint after the manifold, on the bottom of the bend, facing the front of the car. i know that the rb exhaust has the nipple at the outside of the header right off of the front rotor, facing the right side of the car. i dont see why that setup would work better, especially seeing as how thats much closer to the fire. is there a higher temp tubing that i can use than the stock one? does my setup even sound like it would work?
