boggs down around 4k

hey im glad to be back to many personal problems to worry about rex lately! 
anyway rex (1982 gsl) seems to bogg down when going thru the gears at around 4k. If I pump the gas sometimes it will come back and go on to 5,6,7k, also sometimes it cures itself if iI shut it down and start it back up.
and this does not happen all the time.
I'm thinking the secondary isn't opening, Ive done the gumout ect.
any ideas
