83 12a too much gas?

needs new wires i know, but at low rpm, it stalls, gets too much gas, wont rev unless floored. plugs are covered in gas when taken out. floats stuck? bad ignition? would getting a rebuild kit for carb help? bad return fuel line? any advise would be helpful.

oh, and why the hell would someone disconnect the oil injection??? what the ****? now i HAVE to premix. :rant:
