I am talking about that thing that sits directly behind the rotor disk. Can I remove it or should I leave it alone?

Are you talking about your brakes?

If so yes they benefit the cooling capabilities of your brake rotors

maybe because there's a wheel there? on my gxl rims I can barely see any of the disc.
