does anyone know if 17x9 with 42mm offset will fit at the front on a FC TII? and what is the narrowest and widest tire i can fit on these?

No they will not fit up front. 8" is the widest I would suggest to retain functionality without major mods.

17X9 will fit up front if the fenders are rolled.
