Default 13b startup failure after "rebuild"

Hey guys, I just picked up and AE86 with a turbo 13b swapped into it. Previous owner blew the engine and had it "rebuilt" it was just not completely put back together when I got it. Last night I finally got everything put together to attempt to start it and when I did so there was a terrible clunking sound. almost like I put rocks in the dryer and turned it on! I then put a ratchet on the front of the eccentric shaft and noticed that only ONE time did i feel compression in a complete rotation of the shaft. Sounds like "rebuild" probably was not done correct.

Any ideas what this sound would be?

Sounds like Ill need to dive in and figure this out before running the car. Its a blessing in disguise because this is my first Rotary car and would like to up my knowledge on working on them.
