im looking for a good fast resonable machine shop to cut some 3mm apex seal groves. rx7.com is 175 a rotor. is that about normal ?

yeah probably, its very tricky to cut the slots right, as ideally you would have a jig, but on a used rotor the faces actually move around, so you almost can't
