With the sequential twins one turbo spools first, and then the second comes online when the 1st has spooled sufficiently. When they're run in non-sequential mode they both spool at the same time.

It makes things simple, but a good(that's the trick) sequential system would be better than parallel twins.

Non-seq normally has more lag, however not enough to make a big difference. The main advantage is the simplicity of the whole system. If you are willing to sacrifice a little responce for some reliability than its the way to go.

I thought that my non seq setup had considerable more lag than my seq setup. I would take a properly running seq turbo system anyday over non seq.
