a charge cooler as far as the uk scene is concerend is a watter powered intercooler

I think usually people over on this side of the pond just call them Air-to-Water intercoolers. I know that BDC has experience running them in his car and others. I think he has also converted the stock TII intercooler to an air to water. I've seen them in a lot of drag cars, rotary or not. I think they are popular there because you can have a resevoir with lots of ice in it and you can get some insanely low intake temps. There seem to be some people that use them on the street as well, but not many people use them on the circuit or autocross, I guess because they supposedly heatsoak faster than an air-to-air intercooler.
