Every housing I have has that. I think they all do.
Its only on one side of the housing. Unlike the stud holes that are cast all the way through. |

they do not go all the way through..
out of all the 13bs ive seen.. they all have em.. perhaps to save some more ounces out of the motor or distribute the weight.. dunno |
