well if you wanna do it right, you should measure the oil clearances, apex and side seal grooves, as well as the bearing.

The rotor on the right doesnt have any obvious damage, do you think it would be useable after a good cleaning?

its easier to notice damage on the rotor and side housings first prior to lookign at the rotor. if no damage is doen there then the rotor is most likely good, so look at that rotors chamber first, see if u see anythign abnormal, and after that inspect the rotor and then check all the clearances after you have cleaded all teh carbon off.
