Does the 20B bolt up to the s5 NA tranny?

change the fly wheel, and yes.

turbo II tranny is cheap and holds more power than the NA, i don't think thats an area you want to cut corners

every 74-02 rotary has the same bellhousing bolt pattern, except the automatique fd and the cosmo's, but it still works

So i can just use my flywheel but do I need a couterweight or anything?

It only came in the latest and last version of the Cosmo. All were automatics - ALL. It's a large upscale luxury cruising missile, not a sports car.
