I am no expert at this but form what I understand it runs the car rich and retards the timing allowing fuel to ignite in the turbo manifold. These explosions cause the turbo to spool up even when the engine rpms are very low. The upside to this is instant spool up. The bad side is the fact that this will shorten the life of your turbo(s). I hope this helps some.
