Fluxuating idle issues

So when I had my old tps plugged in, the idle would fluctuate between 1000-1500 rpms. Usually only when it would be in neutral coasting to a stop sign ect. Unplugged the tps, idle fluxing stopped. So, got one off a buddies parts car. The spring seemed messed up inside the tps. But I gave it a shot anyways. Plugged it in to find out the idle issue stopped. Now when I would turn it on and try revving it to 3000rpms. It was almost in a sort of protection mode. Wouldn't let me rev past 2300 sometimes up to 2500rpms. I figured it was because the tps is messed up and it's acting as if it is disconnected because the spring is messed up. Put the old tps in. Now it revs up to 5000rpms on start. And is constantly fluxing between 2000-3000rpms. Any help?! Both tps bad? I adjusted the idle to as low as it can go and it still does it. I'm lost. Have had the car for a month. Have only driven it 4 days worth. Going crazy 😞 Any help would be greatly appreciated
