Just did the brakes on the car and noticed that the passenger side e-brake isn't working. The cable and lever is fine, but the problem was found in the spring mechanism that twist to engage the brake. It doesn't move unless you force it with a hammer and then is tricky to disengage when you knock it back. Would this be caused by seals that have gone bad or some other problem thats not allowing it to move freely?

If you are saying that the lever on the caliper connected to the cable sticks then the caliper internals are shot. time for e rebuild kit, ot new caliper :(

when you retracted the caliper piston, all the gunk sitting in the caliper prob. screwed with the internals.

Ah, well appears to be working just fine with the normal brake, just the ebrake isn't working. I might have to find another eventually then.

most likely the shaft seals on the ebrake lever are shot causing it to bind.

you should be able to pick up a rear caliper fairly cheap from one of the MANY totaled FDs out there..
