Abandoned 1993 RX-7, tips on buying?

There is an abandoned 93 RX-7 FD that has been sitting for years across the street from me. I recently asked the owner if he was interested in selling and he said come back next weekend because his wife goes out of town lol

Details on car:
Needs a paint job, clear coat is peeling bad
Says car is not functional because apex seal is bad
Wiper arms front and back have surface rust
Interior looked good from what I saw but couldn't see much because dust had hardened on from not being washed over the years

Ultimately, my question is, how much would this car go for in current condition? KBB said $6200 in fair condition but obviously it is far below fair. I'm thinking of offering him around $2000 see where he goes from there. Tips?

Get it! 2-3k won't be a bad price. Rebuild it and give her some love and you won't regret it.
