tii im looking at buying is runing rich,why?

the car is a 89 tii w/88,000 miles.ok this car had a rebuild at 6,000 miles with a large street port. it has the flowing mods...

he says this... "the main thing is that the car is running rich, the AFC won't adjust the fuel curve so my mechanic and the guy at the dyno both said that has to be the problem cause my mechanic checked everything else and everything was working properly."
what would i need to do to fix this problem? or what would cause it?
also whats a good price to pay for this car, the bodies good +interior...

Man, this is really hard to attack w/o knowing more. Like what kind of boost was he running? Where is it rich?
If the SAFC won't affect the fuel curve at all then something is obviously wrong with the wiring or set up of the unit. If they are talking about it not pulling fuel back on the primaries from stock levels, then I believe this is an inherent problem with the SAFC on our ECU.
That is a common hack/piggyback setup and should work well enough. Hard to say what's wrong with that specific car's setup.
