Are you CERTAIN that the coils are plugged in and getting voltage? I assume you're testing for spark with a tester plug arcing to the block..

Which year rx7?

It is a 88 with a 89 engine swap. Coils are pluged in and I assume they are not getting voltage (no spark) tested with a timing light.
