For starters on the NA:

Headers straight back to some good 2.5" mufflers

Custom Ram air w/ cone filter

lightweight flywheel

good ignition(plugs, wires, etc)

strong clutch(ACT or Centerforce)

UD Pulleys

Remove AC & PS

Upgrade to 550cc stock TII injectors

Use an APEXi S-AFC if $$$ are good enough

You should be able to squeeze out a consistent low 15 or maybe a high 14 second car...of course, there is always NOS.
