Loss Of Boost?

Fact or Fiction....please let me know...
I am currently in the process of swapping a j-spec motor into my 87 NA. I was told that as you begin to modify the motor (FMIC, FCD, Exhaust, and all the other goodies) you begin to see boost creep, usually that's taken care of by tuning and a better wastegate. But on the flip side of that...i was told that as you begin to reach high RPM's boost begins to fall off. Example: 12 psi at 3-4000 RPM to maybe 6 psi at 6-7000 RPM. I just want to make sure that im not getting screwed with here...
I've been doing some research and seem to be coming up blank here...any help?

my 88 t2 with an intake and cat back would see 11psi at 4-5k rpms on a cold night, but be down to like 8psi at redline. the stock turbo is too small at high rpms, but it will hit big #'s in the midrange
