if i were trying to get 350-400hp to the wheels, is an engine rebuild ABSOLUTELY necessary if the engine has good compression numbers? could i wait till the engine go ka-blamo to rebuild it?

just buy a car with lots of mods. most of the time cheaper than building it yourself. But if you do build it yourself you know what you have at the end of the day.
