Ecu's And Engine/tranny

Say I wanted to take the engine and tranny out of a S4 or S5 RX-7, and say, put it in another RWD setup? If I converted to carbs, would I require the use of the ECU as well?
If so, why can't I just take the instrument panel also and mold it into the dash? Thanks.
