Quick Clutch Question

While I had the engine out I replaced the clutch master and slave cylinder. Should I expect pressure to build up with no clutch in front of it? right now the slave piston is always extended and the clutch pedal just drops to the floor.

if you dont have anything to push the slave back in it wont build pressure
