Power is lost while going through the drivetrain, so the hp level measured at the engine will be higher then what reaches the ground.

And, I'm pretty sure that the typical loss of power to the drivetrain is around 20%, which is why dealers always use the crank horsepower number as it is much higher

and a manual gets more power to the wheels then an auto right?

Yes, auto lose near 5% more( so I've heard), and 4 wheel drive lose a lot more than that. Typicaly drivetrain loss for a manual rearwheel drive is 15-20%..
