During a rebuild of an aquired 12a everything inside looks sweet but the rotors are carboned up pretty bad.

Whats the best way of cleaning them up and getting rid of the carbon before fitting new seals?

plenty of ways, i use a razor blade to get most of it, then a brush and a solvent of your choice to clean the tough stuff

My last three engines' rotors didn't need cleaning. This next rebuild's rotors will get the full spa treatment.

bathe them in gas or kerosene. that's what i do. i use wet sandpaper to help get the stubborn crud out the recesses and old side seals to clean out the seal seats.
