My actuators were not working due to not having a split air pipe, but my air pump is intact so I took a 3/16 barbed tee and pushed it through a hole drilled in the hose connecting the pump to the acv. I put my air supply hose onto that, but the actuators opened a little early and then would'nt close completely. I then bought some springs,(part # C-672 central spring company) from a hardware store, cut them to about 3/4 inch and put them over the plungers. this takes more psi to open them and then when psi drops, it helps close them. all this for about 2 bucks. they start to open at 3400 rpm.
