im trying to figure which carb i can get more hp out of and which one is easier to tune. Also jus wanted to see what everyone is running on there rx7's

the big difference between the 2 carbs, is that the 48ida (all ida's) are downdrafts, and the dcoe's are sidedrafts. other than that they are bascially the same. the 48ida is a little bigger

Tuning should be very similar. Most peak power will be from the 48ida. It's bigger and will use an intake with shorter runners, favoring high-end performance. The 45dcoe would use a longer runner manifold for better low-end. Also would give you better intake charge velocity through the carb (just because of being smaller) so would, again, be better for low-end performance. Should still go pretty good on top though. All depends on what you want.

A. Graham Bell's "Four-Stroke Performance Tuning" has a very detailed chapter on tuning Webers, you should check it out.
