Default Help with starting/flooding issues

I bought an 04 AT RX8 last year. The engine was replaced 37,000 miles ago yet it has issues starting whether cold or hot. I have upgraded to an ls2 style ignition, replaced the ess sensor, cleaned the maf sensor, replaced the ect sensor, replaced the fuel pump due to it being cracked, and yet it still acts like its flooding. Now, I have to jump it for 15+ minutes before it will finally start and once it does it runs flawlessly. Doesnt overheat, doesnt idle rough, etc. It does stall every now and then when shifting into gear and hesitates at all rpm when applying throttle. After swapping out a new (well, cleaned cause they had 2 miles on them but were fuel fouled) it started almost instantly. But once I shut it off it wouldnt restart no matter how long I tried. Let it cool and pulled the plugs and they were soaked again. So, I pulled the UIM and pulled the injectors. Now, the service manual says they should all be roughly 13.8 ohms. On mine the 2 primary injectors read 11.3-11.5 and the secondaries read 14.3-14.5. Could the primaries being low cause it to run rich and dump fuel?

TL;DR: Suffering hard start issues, in process of determining cause I pulled the injectors. They should be at roughly 13.8ohms but the primaries are at 11.3-11.5 and the secondaries are 14.3-14.5. Could the primaries be dumping too much fuel causing it to run rich causing all my starting issues?

PS: I dont have the numbers at the moment but a compression test was done and the engine came out with a clean bill of heath so to speak.
